According to a data mining thread in reddit sapphire is only attracted by the tower of treats and the fairy tale parasol.

I haven t gone out to get the actual schematic for jeeves yet but i do not anticipate any problems there.
I ve had the tower of treats out for ages but sapphire and jeeves just won t come.
